Many of our clients buy without living in the UAE. With video viewings, digital signing and, where needed, a power of attorney, the whole purchase can be handled remotely. Here is how it works.
Can foreigners buy?
Yes, in designated areas. Law No. 7 of 2006 allows non-UAE nationals to hold freehold title without time limit in areas designated by the Ruler, such as Dubai Marina, Palm Jumeirah, Downtown Dubai and Dubai Hills Estate.
The six steps
- Consultation. Agree your budget, goals (home, rental income or capital growth), preferred communities and timeline.
- Shortlist and viewings. Verified projects and units, with in-person or video viewings.
- Reserve. Sign a reservation form and pay the booking amount set by the developer or seller.
- Sale agreement. The developer’s Sale and Purchase Agreement for off-plan, or the Memorandum of Understanding (Form F) for a resale.
- Registration. Off-plan sales are registered on DLD’s Oqood system; resales transfer at a DLD trustee office, where the title deed is issued.
- Payments and handover. Instalments according to the plan, then inspection, snagging, utilities and keys.
Financing as a non-resident
Some UAE banks lend to non-residents, usually with a larger down payment. For expatriates buying a first home, Central Bank rules cap loans at 80% of value up to AED 5 million and 70% above; lower limits apply to second and investment homes, and each bank sets its own criteria for non-residents.
Costs and currency
Budget for the 4% DLD fee and registration charges (see the full breakdown). The dirham is pegged at AED 3.6725 to the US dollar, so buyers paying in pounds or euros carry exchange-rate risk.
Tax at home
The UAE does not levy income tax on individuals, but your home country may tax Dubai rental income and gains. Our Invest in Dubai guide sets out the position for UK, German, French and Monaco residents with sources. Always confirm with a qualified adviser where you live.
